About This Workshop


Public Law 100-679 (41 U.S.C. 422) requires certain contractors and subcontractors to comply with Cost Accounting Standards (CAS). Some contracts and subcontracts which are exempt from CAS include sealed bid contracts, contracts and subcontracts with small businesses, and more. While small businesses are exempt from all provisions of CAS, government representatives often try to incorporate the provisions of CAS into the contracts with small business contractors. Understanding the exact requirements for your business and contract type will save valuable time and resources.

Full CAS coverage requires a contractor to comply with all 19 of the Cost Accounting Standards that are in effect on the date of the contract award. Even contractors who are currently subject to only modified CAS coverage should understand all requirements, as the value of certain contracts or the accumulated value of several contracts can trigger full coverage. All contracts that contain the CAS clause, FAR 52.230-2 Cost Accounting Standards, require specific tracking and accounting procedures.

The Cost Accounting Workshop will help attendees understand the rules and regulations of the CAS and allow them to routinely monitor themselves against the CAS criteria presented. Attendees will strengthen CFO-recommended core competencies for financial managers, including increasing program effectiveness; understanding financial, budget and management issues; and decreasing/maintaining unit costs.

Recommended for 24 continuous learning points (CLPs) to maintain DAWIA/FAC-C certification.

NOTICE: All auditors performing at least 20% of their work under the Generally Accepted Government Accounting Standards (GAGAS) must obtain at least 24 hours of CPE directly related to government contracting per year. Government Horizons’ CAS workshop fulfills 16 hours towards this requirement.

Attendees will be issued a Government*Horizons Certificate of Completion for 24 learning hours in the field of Government Contract Financial Management/Cost Accounting.

About Your Instructor

Charles Wilkins

Mr. Wilkins
is a Senior Managing Director in FTI’s Forensic and Litigation Services practice in Washington, DC.  Mr. Wilkins has more than 35 years of experience involving public contracts from both inside the aerospace and defense industry and as professional advisor.  He has been engaged to provide consultation and his professional opinion in commercial litigation matters as well. 

Mr. Wilkins has extensive experience in damage claims, forensic accounting, damage calculations, wrongful termination, federal compliance regulations, FAMP, NFAMP and AWP calculations, auditing, cost and schedule analysis, lost profits, lost wages, and financial, cost analysis. He has been engaged in dispute, regulatory and profit maximization matters with organizations in more than 30 different countries and has led teams in applying compliance review procedures for statutory, regulatory and defense industry initiative compliance.
