This Workshop:
Procedures for contracting with Federal Intelligence agencies often differs from those used by DoD and other civilian agencies. In addition, less information is available to contractors to help navigate the maze.
This half-day workshop will highlight:
- The 15 federal intelligence agencies, their missions and internal contracting processes
- Procurement vehicles most often used for acquiring goods and services
- Solutions for building solid relationships with Intelligence Agencies
- Types and levels of security clearances (personnel/facility)
- The process for obtaining clearances
- Teaming alternatives
- How to build an effective business development strategy

Keynote Address:
Mr. Charles Sowell, Director Enterprise Programs Office
Office of the Director of National Intelligence
National Intelligence University
Charles (Charlie) Sowell is the first Director of the Enterprise Programs Office within the National Intelligence University. The Enterprise Programs Office is leading the IC educational system transformation by creating the IC learning enterprise architecture and developing common community standards and instructional programs. He entered government as a member of the Senior National Intelligence Service in March 2008.
Prior to joining the ODNI, Mr. Sowell was Director of National Security Programs at a midsize public company in Fairfax, VA. He led a 130 person organization delivering education, training, intelligence analysis and information technology support to federal, state and local government customers. His programs supported Combatant Commands, law enforcement agencies and IC organizations. He also served as the Deputy Director of Intelligence at the DoD Criminal Investigation Task Force and Program Manager of the DEA Special Operations Division Basic and Internet Telecommunications Training Programs. From 2002-2004, Mr. Sowell was Vice President of National Security Training at a privately-owned company in McLean, VA. He previously served as Director of Intelligence, Surveillance and Reconnaissance Programs at a privately-owned company in Herndon, VA.
Mr. Sowell earned his Bachelor of Arts in International Studies with Honors from Old Dominion University and his Master of Science of Strategic Intelligence from the National Defense Intelligence College. He is a certified Project Management Professional. Mr. Sowell is a member of the International Association for Intelligence Education, Senior Executives Association, Naval Reserve Association, and the Association of Retired Naval Investigative Service Agents. He is currently Vice President of the NDIC Alumni Association.
Mr. Sowell is a Naval Reserve Intelligence Officer currently supporting the Joint Reserve Intelligence Unit (JRIU) on the Joint Staff. Other reserve assignments have included Space and Naval Warfare Systems Command, Naval Criminal Investigative Service, Office of Naval Intelligence, and US Joint Forces Command (then US Atlantic Command). He has active duty service on the USS Wasp LHD-1 and USS Mount Whitney LCC-20. Mr. Sowell was mobilized after September 11, 2001 as an Agent with the Naval Criminal Investigative Service. He and his wife Allison live in Ashburn, Virginia and they have one daughter.

As a speaker on acquisition reform and business strategies for the Federal Government, Ms. Miller is highly familiar with the Federal Acquisition Regulations (FAR) and has helped clients implement best practices for more streamlined, efficient, and full life-cycle acquisitions.

CANCELLATION POLICY: You
may designate a substitute in writing any time before the event.
If you need to cancel your registration, you must send your notice
in writing and will be subject to a $50 processing fee. No refunds
are given for cancellations received one week prior to the event start
date or later. PLEASE NOTE: No shows will be liable for the entire
registration fee. In the rare occasion that the event is cancelled or postponed, please note our reimbursement is limited to paid tuition only.

The workshop will be held in the Government*Horizons Training Center in the Jefferson Plaza Building at 1421 Jefferson Davis Highway (7th floor), Arlington, VA 22202. Public parking at the facility is available for $10.00 early morning special (before 8:00am) or $18.00 all day. The Jefferson Plaza Building is just two blocks from the Crystal City Metro Station on the blue and yellow line. Please note: the parking garage is located on Crystal Drive.
