About This Workshop:

This Workshop is designed to get you out of the office and those pesky distractions and help you fully devote your attention to your Program's business case (Exhibit 300). During this one-day workshop, our Subject Matter Expert will review the OMB Exhibit 300 form from the OMB Circular A-11 Part 7 question-by-question and briefly discuss what the OMB Exhibit 300 business case is and how it's central to all things you want to succeed in doing - and how to write to that in your document. The focus will be on compliant reporting and understanding an OMB examiner's approach to evaluating for compliance and risk-mitigated program management efforts. Two hours will be spent on the document review. Four hours will be devoted to students working on their business case, with the Expert on site to assist with questions, concerns, "what if's" and "how do I..." approaches.

This workshop will give you access to question and leverage a subject matter expert's secrets, tools, tips and exposure to Capital Planning and to the OMB Exhibit 300 form. Recommended Requirement: Capital Planning & Investment Control Management Boot Camp.

This workshop is designed to create an environment where the student can focus on completing actual work product with access to an Expert for the day.

GAO recently reported in INFORMATION TECHNOLOGY, Agencies Need to Improve the Accuracy and Reliability of Investment Information:

Underlying support was often inadequate for information provided in the exhibit 300s reviewed. Three general types of weaknesses were evident:

• All exhibit 300s had documentation weaknesses. Documentation either did not exist or did not fully agree with specific areas of the exhibit 300. For example, both these problems occurred in relation to calculations of financial benefits for most investments. In addition, for 23 of the 29 investments, information on performance goals and measures was not supported by explanations of how agencies had initially measured their baseline levels of performance (from which they determine progress) or how they determined the actual progress reported in the exhibit 300.

• Agencies did not always demonstrate that they complied with federal or departmental requirements or policies with regard to management and reporting processes. For example, 21 investments were required to use a specific management system as the basis for the cost, schedule, and performance information in the exhibit 300, but only 6 did so following OMB-required standards. Also, none had cost analyses that fully complied with OMB requirements for cost-benefit and cost-effectiveness analyses. In contrast, most investments did demonstrate compliance with information security planning and training requirements.

• In sections that required actual cost data, these data were unreliable because they were not derived from cost-accounting systems with adequate controls. Who Should Attend:

Those individuals who will gain the most benefit from this course are those who are presently working on an Exhibit 300 business case and need or want assistance when hiring an Expert for help may not be available.

Attendance is highly encouraged for those affiliated with failing business cases, business cases requiring improvement plans, programs with funding at-risk, and programs on the OMB Watch List. Attendance is also highly encouraged for Programs facing Multi-Agency Collaboration requirements. These individuals may elect to bring their existing business case(s) to the session so the targeted information in specific areas may be used for reference purpose.

Mrs. Hill is presently President and Lead Consultant of Federal Concierge LLC, a consulting provider supporting a variety of project and program needs to businesses, contractors and the federal government. Mrs. Hill offers more than ten years' comprehensive experience conducting business with and for the government. Mrs. Hill has contacts within the government, having worked with nearly every branch of the government and Department of Defense. Through Federal Concierge LLC, its alliances and clients, Mrs. Hill serves as a Federal Concierge; an advisor and consultant in the arenas of marketing, business development and sales in the government. Mrs. Hill works for Chief Information Officer (CIO) Program Management Offices (PMOs) directing and supporting senior management with their portfolio management and capital planning investment initiatives. Mrs. Hill has written extensively; producing white papers, all facets of proposal support, technical requirements, Capital Asset business case justifications, Capital Portfolio Investment Control documents and a variety of governance documentation products for Congressional review. Mrs. Hill periodically trains in all areas of her subject matter expertise, particularly in Government Sales and Business Development and within the scope of the OMB Exhibit 300 Capital planning processes.
