About This Course:

The significant expansion of government service contracting demands that managers and employees possess a basic understanding of contract administration and familiarity with the rules and regulations governing operations of the hybrid workplace. In most organizations there is no mandated training program or specialized preparation specifically designed to prepare non-acquisition employees for work in a mixed environment with contractor employees. As the government increasingly turns to commercial augmentation to perform many of its most basic functions, it is critically important that all employees understand the rules, expectations and boundaries that define the government-contractor relationship.

In this workshop, MAJ Glen Voelz, USA, will use his extensive experience in managing hybrid workforces to introduce attendees to the fundamentals of government-contractor relations in the workplace and offer some best practice tips to employees and junior supervisors working as part of a mixed government-contractor teams. Several key topics will be covered during the one-day block of instruction:

  • Brief overview of service-based contracting
  • Understanding the government-contractor relationship
  • Recognizing the differences between government and contractor employees
  • Responsibilities, authorities and role of the acquisition team
  • Basic familiarity with contracting procedures and understanding the Statement of Work
  • Common mistakes and pitfalls of managing contractor employees
  • Best practices for getting the most of the government-contractor team
  • Tips for evaluating and measuring contractor performance
  • Ethics and legal concerns for managing the hybrid workforce
  • Security considerations for the contractor workforce

About Your Instructor:

Major Glenn Voelz, USA, is an Army intelligence officer currently serving on the Joint Chiefs of Staff at the Pentagon.  His recent assignments include service as a security assistance advisor to the Saudi Arabian Ministry of Defense and Assistant Professor of History at the United States Military Academy, West Point.

During his career MAJ Voelz has managed hybrid contractor-government workforces for both the Department of Defense and within the Intelligence Community. He is the author of the book Managing the Private Spies: The Use of Commercial Augmentation for Intelligence Operations, as well as several recent articles concerning contracting issues in the Intelligence Community.  He is the author of Government*Horizons' forthcoming book, Contractors in the Workplace: Managing a Blended Workforce

MAJ Voelz is a graduate of the United States Military Academy at West Point and holds master's degrees from the University of Virginia and the National Defense Intelligence College.

CANCELLATION POLICY: You may designate a substitute in writing any time before the event. If you need to cancel your registration, you must send your notice in writing and will be subject to a $50 processing fee. No refunds are given for cancellations received one week prior to the event start date or later. PLEASE NOTE: No shows will be liable for the entire registration fee. In the rare occasion that the event is cancelled or postponed, please note our reimbursement is limited to paid tuition only.

The workshop will be held in the Government*Horizons Training Center in the Jefferson Plaza Building at 1421 Jefferson Davis Highway (7th floor), Arlington, VA 22202. Public parking at the facility is available for $10.00 early morning special (before 8:00am) or $18.00 all day. The Jefferson Plaza Building is just two blocks from the Crystal City Metro Station on the blue and yellow line. Please note: the parking garage is located on Crystal Drive.
