This course is recommended for 24 CLPs and is designed to fulfill a
DAWIA/FAC-C Level I elective. Students will receive a
Government*Horizons certificate of completion.
About This Workshop
Since the rewrite of FAR Part 15, contract evaluators have been
permitted to compare one offeror’s proposal directly against the other
competitors’ rather than just comparing each proposal to the
evaluation factors. This change, and a new emphasis on the use of oral
presentations, has elevated the need for proposal teams to clearly
identify and effectively communicate value and winning solutions.
This 3-day course reviews proposal writing fundamentals and delivers
strategies to improve outcomes, eliminate mistakes and set your
solution apart from the competition. A full day is dedicated to
developing oral presentation skills and techniques.

About Your Instructor
Christopher Jacobs, CACM
Christopher Jacobs is a
professionally credentialed contracts manager with two decades of
progressive contracting and business development experience. Mr.
Jacobs has an impressive track-record of producing winning
proposals and working for companies with historically high win rates.
After leaving the Marine Corps in 1987, Mr. Jacobs embarked on his contracting career at Martin Marietta
Corporation. With an enviable 40 percent contract win rate, Marietta
was the seventh largest federal government contractor and eventually
merged with Lockheed during the defense industry consolidation.
The end result; Lockheed Martin, a government contracting powerhouse
and one of the top two contractors in the industry.
Mr. Jacobs has worked with major companies such as General Electric
and Westinghouse on multi-million and billion dollar projects. He also has
been hired by smaller companies to reverse losing trends and
assist them to win needed business. His work for the federal government includes
acquisition advisory & assistance assignments with the Coalition
Provisional Authority in Iraq and Department of Homeland Security.

and a side entrance to the building is on Taylor Street.
