This course is recommended for 24 CLPs and is designed to fulfill a
DAWIA/FAC-C Level I elective. Students will receive a
Government*Horizons certificate of completion.
About This Workshop:
Since the rewrite of FAR Part 15, contract evaluators have been
permitted to compare one offeror’s proposal directly against the other
competitors’ rather than just comparing each proposal to the
evaluation factors. This change, and a new emphasis on the use of oral
presentations, has elevated the need for proposal teams to clearly
identify and effectively communicate value and winning solutions.
This 3-day course reviews proposal writing fundamentals and delivers
strategies to improve outcomes, eliminate mistakes and set your
solution apart from the competition. A full day is dedicated to
developing oral presentation skills and techniques.

About Your Instructor:
Jim Grenier
James Grenier is a senior management analyst with a U.S. Executive branch agency. He advises agency leadership and product center managers and guides them through the writing process in preparation of annual performance plans, performance and accountability reports, program assessment and rating tool (PART) evaluations, OMB and Congressional Budget Justifications, and other Presidentʼs Management Agenda reports and internal control documents.
After retirement from Air Force active duty in March 2000, he served for six years as a program manager and senior management analysts in various consulting projects for SAIC. As a program manager he was responsible for the entire program management continuum: from developing business opportunities, developing product and service offerings, satisfying client requirements, writing comprehensive, clear technical and cost proposals, to the assignment of appropriate resources and keeping the project on task and within budget using earned value management and project planning principles. A skilled program and project manager, he integrated team performance and ensured client expectations were exceeded.
He designed the research methodology and client analytical and decision-making structure that enabled the Air Force to develop enhanced strategic sourcing approaches. He led a team of management analysts through execution of A-76 planning studies from writing the project plans through execution of the data collection through writing study final reports. He led a curriculum development team through the design and development of an A-76 preliminary planning blended learning course for the Defense Acquisition University.
He has significant experience facilitating seminar and auditorium instruction using a variety of instructional methods including lecture, demonstration-performance, case study, and simulation. He developed curriculum and instructed a broad range of topics including management, leadership, continuous process improvement, workforce analysis, consulting, and written and spoken communications.
He has over 20 years of practical hand-on experience with management and planning tools and planning various planning processes and organizational assessments, such as work design, work measurement, work flow analysis, process modeling, and activity-based costing, process improvement, process reengineering, functional analysis, functional requirements definition, performance assessment, management and planning tools, and various organizational assessments such as strategic planning facilitation, action plan development, performance monitoring, Malcolm Baldrige National Quality Award (MBNQA), People Capability Maturity Model (P-CMM), and PART evaluations.

CANCELLATION POLICY:
You may designate a substitute in writing any time before the event.
If you need to cancel your registration, you must send your notice
in writing and will be subject to a $50 processing fee. No refunds
are given for cancellations received one week prior to the event start
date or later. PLEASE NOTE: No shows will be liable for the entire
registration fee.
