Major General Bruce Davis retired from the United States military after 31 years of service in September 2007. General Davis' last assignment on active duty was as the Commander of Joint Task Force Civil Support of United States Northern Command. General Davis assumed duties as the Commander of Joint Task Force Civil Support (JTF-CS) in November 2004. JTF-CS is the Department of Defense executive agent assigned to US Northern Command to plan and integrate the Department of Defense (DoD) response to the Lead Federal Agency for domestic consequence management operations during chemical, biological, radiological, nuclear or high-yield explosive incidents. During his assignment as Commander of JTF-CS General Davis developed the Department of Defense’s response plans for all of the DHS CBRNE planning scenarios. In addition, General Davis led the USNORTHCOM effort to create a comprehensive Pandemic Influenza response plan envisioned to be used by planners and responders at every level within the response community from local to international. General Davis served as Senior Mentor to Department of Defense organizations tasked with the Defense Support to Civil Authorities mission and represented the Commander, USNORTHCOM as the CBRNE response subject matter expert for the command at national and international events. General Davis and JTF-CS directly supported response efforts for Hurricanes Katrina and Rita, Tsunami Relief, numerous National Security Special Events and Special Event Homeland Security taskings throughout his command tenure. General Davis’ greatest contribution while in command of JTF-CS was in the area of response planning and training for the entire community of responders.

Prior to his assignment as the Commander of JTF-CS General Davis served as the Deputy Director of Military Support for the United States Army at the Pentagon. While in this assignment the Army was the Executive Agent for Defense/Military Support to Civil Authorities. His duties included support to wildland firefighting, the DC Sniper investigation, the Columbia Shuttle Disaster, the Initial Entry Force for CBRNE response missions and State of the Union Addresses. General Davis led the effort to train the personnel of the newly formed Joint Director of Military Support and the Office of the Assistant Secretary of Homeland Defense when those organizations were organized in 2003. General Davis continued as the Army’s Deputy Director for Military Support until his assignment as the Commander of JTF-CS.
