Charles A. Santangelo

Charles A. Santangelo is the director of Capital Planning and Investment Control (CPIC) in the Office of the Chief Information Office within the U.S. Department of Homeland Security.  In this role, he oversees the department’s $5.5 billion information technology budget review, OMB Exhibit 300 process and periodic reporting, including Earned Value Management.

Prior to joining DHS headquarters, Mr. Santangelo was a consultant with Robbins-Gioia, where he served as the lead CPIC consultant to the DHS Transportation Security Administration.  He also performed as consultant with CherryRoad Technologies, where he served as a CPIC project manager for the U.S. Department of Veterans Affairs Office of the CIO.

Mr. Santangelo was previously Academic Director and Assistant Professor for the Information Technology and Telecommunications Policy Program at American University’s Washington Semester Program, and Adjunct Professor of IT Policy at the Seton Hall University School of Diplomacy and International Relations.

Prior to his teaching roles, Mr. Santangelo served for seven years at the U.S. Agency for International Development (USAID), where he was Eastern Europe Director for the Global Technology and Trade Network (GTN), the first government e-business system to link the Balkan nations. GTN received the Public Employees Roundtable Award for Excellence in Public Service.  He also served concurrently on the White House/USAID Internet for Economic Development Initiative.

Mr. Santangelo has authored public policy studies on the importance of technology training and efficient visa processing to American economic competitiveness.  He is also co-author of a white paper on effective IPv6 transitioning.  In addition, he has lectured on the applications of information technology to government and business, and hosted public forums on technology applications for homeland security. 

Mr. Santangelo holds an MBA from the Georgetown University McDonough School of Business, an MPA from the Columbia University School of International and Public Affairs, and a BA in Economics from Holy Cross College.
