Gregg Pane Dr. Pane is currently the Director, National Health Care Preparedness Programs for the U.S. Department of Health and Human Services. The program provides $500M in grant funding to states and partnerships to improve national hospital and health system preparedness. Dr. Pane was the Director of the DC Health Department (DOH) from 2004-07. In this position, he headed a $2 Billion, 1300-staff agency responsible for Medicaid, public health programs, health facility and professional board licensing and certification, state health planning and epidemiology, environmental health, and public health preparedness. He implemented HEDIS quality measures in Medicaid and Alliance managed care contracts, where DOH scored among the best in the nation. He has overseen a 33% enrollment expansion in public insurance and increased the DC Medicaid match by $277M to over $1.1B. He established and completed a new level-3 public health lab; led the DOH emergency responses for Anthrax, Mercury spills, Pandemic Flu, Tularemia, the Flu vaccine crisis, Katrina evacuees and the 2005 Presidential Inaugural. He developed an innovative performance-based State Health Plan, the first in DC in nearly two decades. DOH is now among the nation’s leaders in HIV screening, school immunization and newborn metabolic screening. Dr. Pane previously was System Vice President for Clinical Quality and Public Policy at the Henry Ford Health System (HFHS) in Detroit, Michigan, where he served on the Health Alliance Plan (HAP) Board. From 1996-2003, he was Chief Policy and Planning Officer for the U.S. Veterans Health Administration, where he played a key role in the VHA quality transformation. He received the Secretary’s Exceptional Service Award, VA’s highest honor. Dr. Pane was also VP/CMO for Unisys Corporation; Medical Director for the Louisiana Medicaid Program; and Assistant Chief and Founding Residency Director for Emergency Medicine at the University of California, Irvine. In 2007, Dr. Pane was elected a Fellow in the National Academy of Public Administration (NAPA). He is also a Fellow of ACEP. He was a member of the American College of Physician Executives (ACPE) Board from 2004-07 and served on the ASTHO Board in 2007. He is a recipient of the ACPE Rodney T. West Literary Achievement Award, and he is a Certified Physician Executive (CPE). He has made numerous appearances on local and national media including CNN, NPR, Fox News Channel, CBS, BBC, ABC, and Japanese TV. He has served in both appointed and elected leadership roles in a host of professional, public service and governmental organizations, including the World Bank, Institute of Medicine, National Health Policy Forum, AMA House of Delegates, National Quality Forum, National Academy of Public Administration, VA Federal Advisory Commissions, and the National Practitioner Data Bank. He conducted an EMS evaluation for the Government of Lebanon, Ministry of Health; served as Lecturer to the Library of Congress Open World Program; and hosted many delegations from China, Russia and Eastern Europe. Dr. Pane was born in Flint, Michigan, and received his undergraduate degree from the University of Michigan-Flint. He also has a medical degree from the University of Michigan, and a master’s degree in public (health services) administration from the University of San Francisco.
