Janelle Hill President and Lead Consultant
Mrs. Hill is
presently President and Lead Consultant of Federal Concierge LLC, a
consulting provider supporting a variety of project and program needs to
businesses, contractors and the federal government. Mrs. Hill offers
more than ten years' comprehensive experience conducting business with
and for the government. Mrs. Hill has contacts within the government,
having worked with nearly every branch of the government and Department
of Defense. Through Federal Concierge LLC, its alliances and clients,
Mrs. Hill serves as a Federal Concierge; an advisor and consultant in
the arenas of marketing, business development and sales in the
government. Mrs. Hill works for Chief Information Officer (CIO) Program
Management Offices (PMOs) directing and supporting senior management
with their portfolio management and capital planning investment
initiatives. Mrs. Hill has written extensively; producing white papers,
all facets of proposal support, technical requirements, Capital Asset
business case justifications, Capital Portfolio Investment Control
documents and a variety of governance documentation products for
Congressional review. Mrs. Hill periodically trains in all areas of her
subject matter expertise, particularly in Government Sales and Business
Development and within the scope of the OMB Exhibit 300 Capital planning
processes.
Mrs. Hill has performed the role of Senior Analyst within the Department of Homeland Security (DHS) Citizenship and Immigration Services (CIS) in the Office of Chief Information Officer (OCIO) and with DHS Transportation Security Administration (TSA) in support of Program Management Offices (PMO) and Capital Planning and Investment Control (CPIC) initiatives. Mrs. Hill has provided information assurance / risk assessments, risk inventories, budget evaluation and analysis, intra-agency information technology tiger team support, Intra-agency Memorandums of Understanding, Intra-agency Service Level Agreements, miscellaneous agency documentation and correspondence. Mrs. Hill has, for these agencies, written and improved OMB Exhibit 300s for capital investments, supported the development of a new Exhibit 53 (budget) document as well as developed presentations and supporting documentation for a Supplemental Budget Request for Congress. She has performed interviews with DHS staff at a variety of levels to assess the state of the Program Management Office and subsequently made strategic and tactical recommendations for PMO development and infrastructure development within the OCIO and the agency. She developed OMB Exhibit 300 training and has taught OMB Exhibit 300 guidelines and policy, including courses in the 99% Solution. She has scored and evaluated government business cases (OMB-300) against OMB-300 Circular A-11 Part 7 guidance and delivered white paper assessments. She has performed similarly within the US Agency for International Development, Department of Agriculture, Department of Treasury and the State Department writing, scoring and reviewing business case justifications for major capital investments. Mrs. Hill has developed Capital Planning & Investment Control best practices, agency intranet high level architectures, web content, guidance, templates, supporting documentation, analysis, research and training. Mrs. Hill has performed assessments and developed white papers, training materials, presentation documents, conference agendas, qualified speakers and generated intellectual capital with regard to the following areas of “unfunded mandates”: HIPPA, FISMA, PATRIOT ACT, eGov Act, HATCH ACT, PRESIDENT'S MANAGEMENT AGENDA (specifically strategic management of human capital and Improving Financial Performance), HSPDs, NIST guidelines, Privacy Act, GPEA, CLINGER-COHEN, CPIC, ENTERPRISE ARCHITECTURE, Section 508, Earned Value Management, Voice Over Internet Protocol, business intelligence, e-GOVERNMENT and more. Mrs. Hill has performed training and served as speaker, trainer and subject matter expert at conferences, courses, seminars and events, as well as within corporations on theme topics such as marketing, regulatory compliance, OMB Exhibit 300's, business development to the government, trade show and event etiquette and software topics. She developed training curriculum for business development, exhibit 300's, as well as Federal Government Conflicts of Interest and the Hatch Act which are now proprietary to Federal Concierge LLC and/ or its clients. Mrs. Hill is schooled in the ten management principles of the CISSP through her Information Assurance Masters program with National Defense University. She has conducted risk assessments, risk inventories, risk analysis and business justifications for federal security programs. She has developed Security PMO (Program Management Office) outlines and SOWs (Statements of Work) for government clients. She has performed a business case analysis regarding information assurance planning and policy ramifications for implementing new technology into an agency enterprise information infrastructure. Mrs. Hill has also performed a government simulation for a DoD program to increase operational readiness and effectiveness to 90% in an Info-Sec exercise pertaining to network security administration. Mrs. Hill participated in a government review and evaluation of The President's National Strategy to Secure CyberSpace. Mrs. Hill holds a Bachelor of Arts degree in Philosophy from East Carolina University, two Masters from National Defense University in Chief Information Officer studies and Information Assurance studies. Mrs. Hill is presently completing her last semester in her Masters of Science in Information Management with Syracuse University’s School of Information Studies. Mrs. Hill resides with her husband and daughter in Oceanside, California and works on consulting projects through Federal Concierge in the metro Washington area. She also serves as a community advocate for children with special needs and as a Key Volunteer. Her husband is presently serving in Iraq as a Major in the United States Marine Corps. |
