Mr. Sachs has over 20 years experience in enterprise architecture, information systems development, capital planning, strategic planning, business and software process analysis and reengineering, financial systems, and program management.  He joined HPTi in 1999, and leads HPTi’s Enterprise Architecture (EA) competency, assisting clients in planning and integrating enterprise-wide IT.  Mr. Sachs is a recognized expert in EA, and speaks about EA at conferences nationally and internationally.  Mr. Sachs was a key contributor to the development of IEEE-Std-1471-2000, Recommended Practice for Architectural Description of Software-Intensive Systems.  He currently provides senior technical leadership for Enterprise Architecture and related work across multiple tasks for FDA, providing technical, management and integration support.  Mr. Sachs recently provided senior technical leadership for VHA’s capital planning for $1B+ IT investments, VHA’s sequencing and release planning efforts, and solution architecture development for the Department of Labor’s financial systems.  Mr. Sachs also provided senior leadership to the Office of Management and Budget, working to evolve and implement the Federal Enterprise Architecture (FEA) across the United States Federal Government.  He was also chief methodologist for Version 1 of the enterprise architecture for the Department of Homeland Security and prior to that, for the INS where he helped develop the enterprise architecture, OMB Exhibit 300’s for the EA and related projects, and governance processes supporting capital planning.  Prior to HPTi, he was the chief architect for the U.S. Department of Education, leading the architecting and implementation of integrated information systems and associated capital and transition planning efforts. Mr. Sachs has also assessed large, mission-critical information systems for the General Accounting Office (GAO) / and made recommendations to Congress for improving these systems, architectures, and supporting management processes.  These projects included helping to author GAO’s guidance for IT investment management and capital planning and assessments of government agencies against the Software Engineering Institute’s Software Engineering and Software Acquisition Capability Maturity Models.  Prior to GAO, Mr. Sachs planned, designed, programmed, tested, and implemented information systems as a senior consultant with Accenture (formerly Andersen Consulting).  Mr. Sachs has a B.S. in Mechanical Engineering from the University of Maryland and a M.B.A. in Finance from Loyola College.
