Kevin C. Cooley

Mr. Cooley serves as the Director, Information Technology Governance & Information Management Division(OPNAV N61).  Mr. Cooley assumed these responsibilities in December 2006.  The Information Technology & Information Resource Management Division supports the Deputy Chief of Naval Operations (Communication Networks (N6)) and the Deputy Department of the Navy Chief Information Officer (Navy).  In his current capacity, Mr. Cooley has overall information technology architecture and governance responsibility for the Navy’s information technology infrastructure.  Additionally, Mr. Cooley exercises oversight of information technology programming, budgeting and fiscal execution.

Prior to joining the Department of the Navy, Mr. Cooley served from March 2002 through November 2006 in the National Oceanic & Atmospheric Administration (NOAA) in a variety of senior executive leadership positions, including Chief Information Officer.  In this capacity, Mr. Cooley exercised oversight over all information technology employed at NOAA.  As an executive for the agency, Mr. Cooley sat as a voting member of the NOAA Executive Panel and as an advisor to the NOAA Executive Council.  These two bodies comprised the most senior leadership in NOAA and made binding management decisions affecting the mission objectives and performance of the entire agency.

Notably, during his first four years with NOAA, Mr. Cooley served as the Chief Information Officer and Director of Central Operations for the National Centers for Environmental Prediction (NCEP).  In this capacity, Mr Cooley exercised overall management and oversight for NCEP information technology; including mission critical model guidance delivery enabled by operations oriented high performance computing environments, wide area networks, and forecaster application development.   Mr. Cooley entered Government service as a member of the Senior Executive Service in March 2002. 

From March 2000 until March 2002, Mr. Cooley was a Director with META Group Consulting specializing in enterprise architecture development & governance and program and project management.  During this time, Mr. Cooley supported various clients including the Compaq Computer Company, the United States Postal Service, the State of California and the Toyota Financial Services Company.  From 1997 to 2000, Mr. Cooley was employed by the IBM Corporation as a Senior Project Manager.  In this capacity, Mr. Cooley functioned as the Program Manager for IBM in its multi-year high performance computing oriented contracts with various Federal entities including the Department of Energy and NOAA. 

From 1991 to 1997, Mr. Cooley was employed by the Electronic Data Systems Corporation (EDS).  While employed by EDS as an organizational manager, Mr. Cooley managed systems engineers and other information systems professionals engaged in software development and systems maintenance for business oriented and plant process control systems for a major steel manufacturer.  Additionally, Mr. Cooley managed an engineering organization supporting the ambulatory health care and casualty evacuation missions for the United States Air Force.  Prior assuming formal management positions with EDS, Mr. Cooley functioned as an EDS systems engineer engaged software development.

Mr. Cooley served for five years in the United States Marine Corps and earned a Bachelor of Arts degree, Summa cum Laude, from The Citadel in 1990.  He holds the Project Management Professional (PMP) Certification, from the Project Management Institute.  He has also completed the EDS Systems Engineering Development Program and attained certification from IBM as a Senior Project Management Professional.
