Marla L. Somerville Marla Somerville is the Director of the Capital Planning and Investment Control (CPIC) Office in the Internal Revenue Service, U.S. Department of the Treasury. She is responsible for CPIC compliance for a portfolio consisting of 34 Major and 140 Non-Major IT investments. These investments account for roughly $2.1B of IRS’s FY09 IT budget, and represent approximately 70% of Treasury’s overall $2.9B IT budget. Ms. Somerville is also in charge of advancing the Information Technology Investment Management (ITIM) process for the IRS. Her office is involved in numerous activities concerning CPIC governance, Earned Value Management policy, and Project Management certification, among many other issues. Earlier work within the IRS saw Ms. Somerville holding a variety of positions both in IT and the various IRS business areas. Prior to her current position, she served as the Assistant to the Director, Office of Privacy and Information Protection, joining the organization at a critical time in the area of security for all of Federal government. She led the standup of an incident management and response function designed to prevent and respond to potential data losses. Ms. Somerville also played a major role in IRS’s Investment Technology Modernization effort. As a senior manager, Ms. Somerville furthered the IRS’s modernization program by standing up the Business Rules Office. In this capacity, she developed and implemented the strategy to redesign one of the IRS’s core business processes. The results of this effort were used as a component in the development of the IRS Modernization Vision and Strategy, which is recognized as a CPIC best practice across the Federal government.
