Mary Russell EdD MSN Mary Russell EdD MSN is a senior hospital project manager with the Office of Public Health Preparedness for Florida’s Department of Health. Her background is emergency nursing. She has served as the Emergency Preparedness Coordinator for Boca Raton Community Hospital, which included serving in the Hospital Incident Command System structure of her hospital and responding to numerous disaster events. Her background also includes having served as a Chairperson for the Healthcare Emergency Response Coalition (HERC) for Palm Beach County which includes membership from all hospitals and emergency response partners in the county. She has served as a coauthor for a Guide to establishing a Healthcare Emergency Response Coalition, Hospital Emergency Management Coordinator’s Handbook, Hospital Exercises Toolkit in addition to DOH hospital resources including Toolkits for Hospital Emergency Evacuation, Hospital Radiological Emergency Response and Hospital Chemical Emergency Response. She also participates in statewide catastrophic planning, medical surge and fatality management capability teams, and her county’s Medical Reserve Corps in addition to continuing to work per-diem in her hospitals’ ER on weekends.
