Dr. Culpepper is a senior partner of Martin, Blanck and Associates in the Biodefense and Public Health Programs. His clients include the leading Federal agencies responsible for defense against pandemic influenza, emerging infectious diseases, and other threats (both natural and man-made) to military and civilian populations.

Prior to his retirement from 22 years active duty service in the US Navy Medical Corps, Dr. Culpepper served as Chief, Infectious Diseases Division and Preventive Medicine Consultant for the Defense Intelligence Agency, Armed Forces Medical Intelligence Center (AFMIC) where, as a Senior Intelligence Officer, he was responsible for the analyses and assessments of infectious disease threats following natural disasters and regions at risk of, in, or in transition from conflict or civil strife. He provided medical intelligence assessments in support of civil-military organizations for the current avian influenza pandemic in birds, the tsunami in SE Asia, and the conflict between the Hezbollah and Israel. His customers included the Executive Branch, Cabinet Officials, White House Homeland Security Council, National Security Council, the Intelligence Community, Secretary of Defense, Combatant Commanders, Joint Chiefs of Staff, and other military and civilian populations.

Dr. Culpepper has extensive international experience serving as DoD-GEIS Deputy Director, Overseas Operations coordinating the development of global surveillance and response systems (e.g., disease surveillance, identification and management of disease outbreaks and outbreak analyses) through the five DoD overseas infectious disease research laboratories in Indonesia, Thailand, Peru, Kenya, and Egypt working in over 40 countries. While serving as Officer-in-Charge, U.S. Navy Environmental and Preventive Medicine Unit #7 in Italy, he was responsible for the Navy’s preventive medicine, environmental and occupational health programs throughout Africa, the Middle East and Europe.

Dr. Culpepper is board certified in Preventive Medicine. He consults and lectures extensively on global emerging infections, including the threat of pandemic influenza, as well as the medical management of biological warfare and terrorism casualties. He has represented the U.S. Government on various national and international committees, working groups, and task forces as well as NATO and other allied government organizations for biological warfare medical defense, antibiotic resistance, and emerging infections. He has written extensively on the medical effects of biological agents, the medical management of biological casualties, and radiological medical countermeasures.

Dr. Culpepper graduated from the University of Colorado School of Medicine in 1984. Following a Family Practice internship at Naval Hospital Jacksonville, he completed Naval Flight Surgeon training at the Naval Aerospace Medical Institute in Pensacola, Florida. He completed his residency in General Preventive Medicine and Public Health at the University of Washington in Seattle in 1990 while earning a Master's degree in Public Health.
