Stuart Simon As the Department of Commerce’s IT Capital Planning and Investment Team Lead, Stuart guides the Department’s IT Capital Investment policy and planning practices. . Stuart provides guidance and oversight on the preparation, and submission of summary business cases and capital asset plans for the Department as well as the Department’s $2 billion Information Technology Portfolio budget submission to OMB. As primary staff to the agency’s Commerce IT Review Board, Stuart established and coordinates the technical reviews of investments scheduled for board review. In addition, Stuart’s team is responsible for reviewing the Strategic and Operational IT Plans prepared and updated each year by Commerce’s 13 operating units. As Team Lead, Stuart is responsible for managing the Department’s on-line eCPIC system that collects, and archives capital investment documentation and generates the Department’s IT Portfolio reports. In recognition of his successful efforts to strengthen the Department’s Capital Planning and Investment Control (CPIC) practices, Stuart and his Commerce CPIC colleagues received the Commerce Department’s Bronze Medal Award for “Superior Federal Service.” Stuart also founded and co-chairs the Capital Planning and Investment Control (CPIC)/Portfolio Management Community of Practice, an organization that facilitates information sharing among the CPIC/PM government community to identify best practices. Before joining the Office of the CIO, Stuart was a budget analyst responsible for NOAA’s National Weather Service, satellite systems and capital investment accounts. He previously developed the Peace Corps agency’s budget formulation and tracking system, and served as a Peace Corps Volunteer and African Development Foundation consultant in West Africa. Stuart has an MBA from New York University, a Masters in International Affairs from Columbia University, and a Project Management Professional certification from the Project Management Institute. |
