Sylvie Volel, a Senior Associate with Booz Allen Hamilton, has over eight years of professional experience in information technology (IT) management and economics. Ms. Volel specializes in federal IT planning and policy, IT capital planning and investment control, economic and business analysis, federal budgeting, and public sector program evaluation. She has experience in developing and delivering training in IT capital planning and cost-benefit analysis to a cross section of federal departments and agencies. She also has experience in providing advisory support to Chief Information and Financial Officers across the federal government. Prior to working with Booz Allen, Ms. Volel served as the director of capital planning and IT asset management within the US Small Business Administration’s (SBA) Office of the Chief Information Officer. In this capacity, she was responsible for the Agency’s IT capital planning and investment management policy and activities; the budget for the CIO organization; Agency IT performance measurement and project management policies; as well as the Agency’s system development lifecycle methodology. Ms. Volel also previously served as a Program Examiner at the Office of Management and Budget (OMB), where she was responsible for the budgetary and management oversight of a $9 billion portfolio of IT and acquisition programs of the General Services Administration.
