William R. Taylor

Bill Taylor is Chief, IT Strategic Programs Division in the Office of Information Technology for the Bureau of Citizenship and Immigration Services, US Department of Homeland Security. His responsibilities include IT Governance:  IT capital planning and investment management, IT portfolio management, IT strategic planning, IT performance measurement, and IT policies, procedures, and audits. 

He is also a Doctoral Fellow and has been Adjunct Faculty in the Department of Decision Sciences at George Washington University’s School of Business, where he taught the Executive Decision Making course in the school’s MBA program and is pursuing dissertation research focused on decision making in IT portfolio management processes. He has guest lectured at the National Defense University’s Information Resources Management program and at Syracuse University’s School for Information Studies.
 
Mr. Taylor earned his MBA at the University of Michigan, majoring in Business, Economics, and Public Policy and also in Organizational Behavior.  He holds a BS degree in Engineering from the United States Military Academy at West Point.

Mr. Taylor’s professional experience includes Course Director for Managerial Economics and Director of Debate at on the faculty at West Point, Manager of Public Affairs at Getty Synthetic Fuels, Director of Corporate Development at Houston Natural Gas Company, Vice President and member of the Board of Directors for Internet startup HealthScribe, Inc., and consulting assignments in both the public and private sectors with Litton PRC and with Booz Allen & Hamilton.  He has also served in IT investment management positions with the US Department of Justice and the Department of Housing and Urban Development, where was instrumental in gaining a “Green” rating from OMB for HUD e-Gov programs.  

Mr. Taylor’s professional associations include the Institute for Operations Research and the Management Sciences (INFORMS), the Society of Cost Estimating and Analysis (SCEA), the National Defense Industrial Association (NDIA), the Association for the Advancement of Cost Engineering (AACE), and the Information Systems Audit and Control Association (ISACA).
