About This Workshop:

One of the least performed functions in the federal acquisition cycle is contract closeout. This important task is also one of the least understood, but simplest to perform. The closeout process is one that protects the government’s rights and can lead to the recovery of government funds.

This in-depth, hands- on course is geared for the contracting professional who is responsible for the closeout of contracts and the recovery of funds and property.

This course will provide an understanding of the federal requirements for contract closeout, as well as closeout planning and processes. Students will learn the key players in the closeout process and gain an understanding of contract closeout principles and strategies. Real life examples and forms will enable the students to return to their workplace with the knowledge and ability to perform contract closeout.

This course is taught by a knowledgeable, skilled instructor, having a wealth of hands-on, practical experience in performing and presenting this topic. This course will use lectures, class exercises, and assignments to work on while away from class. This approach of participative learning will ensure that each student returns to work with improved skills and confidence in applying the lessons learned.

About Your Instructor:

Bruce I. Silverstein

Bruce has over 20 years in procurement and contracting, both in Government and the private sector. Bruce is President of Procurement Consultants Inc. (PCI), a small business providing procurement services to a diversity of government and commercial clients. Most recently, Bruce provided contract administrative support to DataPath, Inc., a Government Contractor providing satellite communications equipment and services to the federal government in Iraq and Afghanistan. Prior work history includes work as a Senior Manager for Accenture, LLP. In this role, he managed the largest commercial contract for Accenture on a local multi-national telecommunications client. Prior to that assignment, Bruce was the Senior Program Manager for Tessada & Associates, a full service 8(a) firm with over 400 employees around the country providing a range of diverse outsourcing services from engineering services, information technology services, pre and post award contract support, management analysis, and others. Bruce lead a team responsiblefor the analysis and disposition of over 4000 government contracts and grants, as well as oversight audits of federal contractors and grantees at the Centers for Disease Control and Prevention (CDC)

Prior work assignments include; Director of Contracts Management for the DeKalb County Jail and Contracts Manager for DeKalb County Georgia. As Contracts Manager for the second largest county in Georgia, Bruce was responsible for the technical content of all major contracts, Invitations To Bid, and Requests For Proposals. This included the solicitation, selection, and award of construction, services, and supply contracts.

Prior to joining DeKalb County, he was head of the University of Georgia Small Business Development Center’s Procurement Division. Bruce was responsible for statewide procurement assistance for the SBDCs network of 18 centers throughout Georgia, resulting in over $69 Million in Federal, State and Local contracts. Bruce provided consulting services to small and minority business, as well as presented dozens of workshops and seminars on various procurement topics.

Bruce retired from the Air Force as a Contracts Manager and Contracting Officer. His previous federal procurement experience includes: Deputy Chief of Contracts for the Defense Contracts Management Area, Bridgeport Connecticut. Bruce served as an Administrative Contracting Officer (ACO).Other previous procurement assignments included Procurement Contracting Officer (PCO), and Chief, Bomb Navigation, Fire Control Section, Warner Robins Air Logistics Center

Past accomplishments include selection for the Air Force’s Education With Industry Program at Lockheed Georgia Company, Marietta Georgia. Bruce holds an undergraduate degree from the University of Maryland, as well as a Masters in Business from Troy State University. Bruce has achieved the Professional Designation in Contracts Management from the National Contract Management Association (NCMA), and is a Certified Purchasing Manager (CPM) with the National Association of Purchasing Management (NAPM), and a Certified Public Purchasing Officer (CPPO) with the National Institute of Government Purchasing (NIGP). Bruce is a Certified NIGP Master Instructor, teaching procurement courses to all levels of government around the country.

CANCELLATION POLICY: You may designate a substitute in writing any time before the conference. If you need to cancel your registration, you must send your notice in writing and will be subject to a $50 processing fee. No refunds are given for cancellations received one week prior to the event start date or later. PLEASE NOTE: No shows will be liable for the entire registration fee.
